April has always been a month where the sun finally starts to shine a little brighter and our state finally emerges from under the heavy blanket of winter. This year, even more than in years past, April is especially welcome after a brutal cold season that seemingly went on forever.
Every two years, April also signifies another event besides budding trees and flowering tulips: county board elections. From retiring supervisors to hotly contested primary races, the elections held in each of Wisconsin's 72 counties are always about change and a reminder of the value of the democratic process.
I believe that the elections are also a chance for county boards across the state to step back and look at what they've done in the past two years. This includes successes and even failures, as we always learn the most from the latter. |

"Much has been made and reported about the inability of the Legislature in Madison to get anything done this past legislative floor session. Of the more than 1,500 bills introduced, only about 10 percent made it out of committees, received floor votes by both the Senate and Assembly and were presented to the governor to sign into law.
Among bills that got through the divided Legislature and signed into law were 2007 Wisconsin Act 190 and 2007 Wisconsin Act 210, common-sense bills suggested and supported by the Wisconsin County Treasurers' Association.
Act 190, authored by Rep. Gary Sherman, a Bayfield County Democrat, is about improving efficiencies for distributing property tax credits. The credits are the lottery and gaming and the school levy credits, which appear on your property tax bills."

Every two years following the election of county supervisors, WCA staff hold district meetings around the state to inform membership of the services of WCA, give legislative updates and share other association information. In addition, elections are held at the seven WCA District Meetings for the WCA Board of Directors, Wisconsin County Mutual Board of Directors and the Wisconsin NACo Representative.
This year's meetings begin April 28, 2008 in the West Central District and run through May 7, 2008 in the Southeast District. The meetings are open to county officials and any other interested parties, with no need to RSVP.

The Chequamegon Bay area leads the region in deploying environmental sustainability in the everyday practices of businesses and municipalities.
An April 24-26, 2008 conference at two sites in Ashland aims to spread that gospel across the Upper Midwest, and establish the Bay area as Wisconsin's leader in green development.
The "Sustainable Business Conference" organizer is the Ashland-based Alliance for Sustainability, the recipient of a three-year grant from the Otto Bremer Foundation that is financing the "green" push in Ashland, Bayfield and Washburn. Sessions are scheduled at Northland College, the self-described "environmental liberal arts college," and the AmericInn of Ashland, the conference hotel.
