shamrockAt a meeting of the American Heart Association in Orlando, Florida, researchers reported that Guinness stout may be as effective as daily aspirin in reducing the blood clots that cause heart attacks. The benefit derives from antioxidants, which the researchers said reduce cholesterol deposits on arterial walls. The compounds are found in dark Irish stouts but not their paler cousins.
 
Ironically, the common Irish toast "slainte" (prounounced "slan-cha") means "health" in Gaelic.

Last week, Governor Jim Doyle signed several bills into law that were supported by the Wisconsin Counties Association:

 

2007 Wisconsin Act 72 (2007 Senate Bill 335) - Changes the requirements for the publication of certain actions taken by certain local governments.  In short, the act allows local units of government to publish summaries of ordinance changes, if the summary includes the phone number of the county clerk, a street address where the full text of the ordinance may be viewed, and a Web site, if any, at which the ordinance may be accessed.

 

2007 Wisconsin Act 81 (2007 Assembly Bill 39) - Allowing access to pending paternity proceeding information for purposes of administering the child support establishment program.  In short, the act requires clerks of circuit court to provide access to the record of any pending paternity proceeding to DWD or any county child support agency for purposes related to administering the child and spousal support and establishment of paternity and medical support and liability program, regardless of whether DWD or county child support agency is a party to the proceeding.

Governor Jim Doyle last week announced the appointment of Gary Rohde to the Natural Resources Board.
 
The Natural Resources Board sets policy for the Department of Natural Resources (DNR) and holds public meetings around the state to gather input on Natural Resources policies.  The seven members of the Natural Resources Board serve staggered 6-year terms.  At least three of them must be from the northern part of the state and at least three must be from the southern part.

Restore the Partnership, the latest NACo initiative, seeks to reassert the role of county government as a legitimate and significant partner with the federal government in caring for the needs of the nation.

At the 2008 Legislative Conference a set of legislative policy proposals came before the Board for adoption seeking, in many cases, to ease the negative impact of existing federal law or encourage legislation that would help local leaders to better serve their communities.

cogovweekNational Association of Counties' (NACo) President Eric Coleman is urging all counties to celebrate National County Government Week, April 6-12. This year's theme is "Protecting Our Children."

National County Government Week provides a great opportunity for counties to show the communities they serve the many ways county government works to protect and enhance the health, welfare and safety of children.

This year's theme coincides with President Coleman's two presidential initiatives: The Campaign Against Sexual Exploitation, which NACo is conducting in partnership with the National Center for Missing and Exploited Children, and Aging Out of Foster Care, which seeks to raise public awareness about the challenges faced by children leaving the foster care system
