Wisconsin's minimum gasoline markup law, which mandates a nine percent profit for stations in an effort to protect against predatory pricing, violates federal anti-trust laws, a federal judge ruled last week.  Read more here.


Cook County, Illinois Board President Todd Stroger proposed tripling the sales tax and doubling gas and parking taxes to generate $888 million by 2009 to pay for 1,130 new county jobs and cover rising costs. Stroger faces a tough fight on the tax hikes, and admitted he doesn't know whether he will have the support to win passage.

On Friday evening, Governor Jim Doyle, along with Assembly Speaker Mike Huebsch and Senate Majority Leader Judy Robson, announced an agreement had been reached on the state budget.  The agreement increases the cigarette tax by $1.00 per pack and transfers $200 million from the Patients Compensation Fund.  The agreement does not include an increase in the real estate transfer fee, the hospital assessment or the oil company franchise fee.

 

The Conference Committee adopted the compromise on a 7-1 vote on Monday, with the budget being voted on by the full Assembly and Senate Tuesday.  

 

The following information is based on a summary of the compromise prepared by the Legislative Fiscal Bureau and is subject to change.

A seasoned political veteran, John comes to WCA most recently from SmokeFree Wisconsin, where he was a member of the lobbying team.  He has 15 years of experience working in state government in Wisconsin, where he has worked in the legislature, the governor's office and the Wisconsin Department of Revenue. 
 
John has a political science degree from UW-Madison and a master's degree in public policy and administration from the University of Michigan.  As legislative director, he will oversee the lobbying efforts of the association.

A native of Evanston, Illinois, Monica comes to WCA from Senator Julie Lassa's office, where she worked for over three years.  A political science graduate of UW-Madison in 2003, Monica has also worked with voter advocacy groups in Wisconsin.
 
Monica's issue areas at WCA will be taxation and finance and county organization and personnel.
