HR 811, the Voter Confidence and Increased Accessibility Act of 2007 (VCIA), is slated to be considered on the House floor this Thursday. The VCIA currently has 216 co-sponsors.
Please call your United States Senator and Representatives today to urge them to vote against H.R. 811, the Voter Confidence and Increased Accessibility Act of 2007 (VCIA).
Among other items, the VCIA would require:
- Paper trails and external audits for federal elections by November 2008.
- Many counties to replace their equipment twice - once in 2008 and again in 2012.
- Parallel voting systems.
- Manual recounts.
NACo, along with other organizations, is strongly opposed to HR 811. Please read on to see the attached memo from NACo detailing the association's concerns.

After legal work by Attorney Andrew Phillips and discussion with legal experts, the issue of retaining raffle prizes by conference attendees has a solution.
Several weeks ago, the legality of county officials winning raffles at events such as the Wisconsin Counties Association Annual Conference was raised by WCA members. The legal conclusion on the matter is that a prize won by an official of a county to whom the ethics law applies is the property of the county and not the person whose name was drawn.

The UW Extension's Center for Community and Economic Development (CCED) has announced its 2007 Building Communities Wisline Series.
Unlike traditional WisLine programs which are essentially statewide teleconferences, this program series links both web-based content (visual information) with audio (teleconferences) for a more dynamic interchange.

The National Association of Counties (NACo) has developed the Air Quality Improvement Guide for Local Governments to help communities reduce air pollution and achieve federal health-based standards.
The Air Quality Improvement Guide for Local Governments includes programs ranging from air awareness education campaigns to diesel engine retrofits and lawnmower buy-back programs.

Protecting the environment has become increasingly important in recent years. While much progress has been made, more certainly needs to be done. Environmental organizations, such as the Rechargeable Battery Recycling Corporation (RBRC) have made strides to protect the environment each and every day.
RBRC is a national non- profit dedicated to keeping used rechargeable batteries and old cell phones out of the solid waste stream. Many municipalities and government organizations have signed on with RBRC's Call2Recycle program, which helps these local organizations set up their own rechargeable battery and cell phone recycling programs.
