CapitolThe Senate and Assembly budget conferees have met three times over the past two weeks to settle differences on the 2007-2009 State Biennial Budget.  On day one conferees met for over two hours but reached no agreements.  Each committee member provided an opening statement.  The main topic of discussion was the Democrat's Healthy Wisconsin proposal. The day ended with the Democrats proposing approval of all items adopted by the Joint Committee on Finance on a 16-0 vote; however, they reduced their proposal to three items (a veterans package, domestic abuse grants and the Racine County infant mortality project). 
 
Speaker Huebsch responded by indicating the Republicans would not approve any items until the committee agreed on how much revenue it would spend overall.

Governor Doyle will take action on SB 122 this Wednesday, August 8th at 1:00 p.m. at the Brown County Courthouse Patio.  This bill is a major legislative victory for counties and closes a tax loophole.

c. Wash. PostWisconsin's bridges are considered safer than the national average, but the state still has more than 2,100 bridges that fall short of federal standards for carrying loads and providing wide lanes for cars, according to a Wisconsin State Journal review of state and federal records.

Rep. Frank Lasee wants state map redrawn: GOP Rep. Lasee said the 2001 Kettl Commission inspired AB 438, which noted towns too lean to gain efficiencies, but counties, with expensive jails, courts, landfills and highway departments, offer more consolidation opportunities. "Economies of scale work better for counties than other governments. Wisconsin counties were laid out in the 1800s when you had to use a horse and buggy to get to the county seat. Now you get in your car and go."

 

The nine-member commission would set new boundaries: According to Outagamie Co. Supervisor Schmidt: "Do we need 50 states? This gets into the theory and practice of American government. The reason we have smaller governmental entities is they're closer to the people, there's more accountability and it's more efficient."

 

Counties chief O'Connell: "In 25 years when we have such a gigantic health care problem, those kinds of things need to be talked about. Let's bring some people in and talk about where the population is shifting, what the needs may be."

Little LeagueGovernors Tommy Thompson, Scott McCallum and Jim Doyle have fought for years to correct a serious problem for Wisconsin's main street merchants.  They have each proposed legislation to correct a court decision that favors out-of-state vendors over Wisconsin's main street merchants.  
 

The "Main Street Equity Act" will put Wisconsin retailers on the same level with out-of- state sellers. Governor Doyle included it in the current state budget and the Senate passed it.  The Assembly removed it and now it is in the hands of the Budget Conference Committee.  To read more of Wisconsin Merchant Federation President/CEO Chris Tackett's article, click below.
